Infrastructure rating

Three physical pillars and proposed confidence grades A–D. Original rating bands: V1 Prime 85–100; V2 Strong 70–84; V3 Conditional 55–69; V4 Watch below 55 or gate review. Calibration, hard gates, and governance remain to be approved.

The models are distinct. A methodology lead must reconcile and validate them before institutional use.
